Per OSJ-109, a regression from v2 was found in the PKIXValidationInformation interface which mistakenly disallowed a null verificationDepth.  After discussion we decided in this instance to violate our nominal versioning policy and change the interface and implementation to allow null in this new minor version. The alternative fixes of deprecating the entire interface or releasing OpenSAML 4.0.0 were seen as costly.  This cost was not seen as warranted given the relatively low probability of affecting existing clients migrating from v2, where null was allowed.
