Support building RPMs for Rocky Linux 9

Description

Rocky Linux 9 was released yesterday. This issue is to add support to cpp-linbuild for building RPMs on RL9 and adjusting SPEC files as necessary.

CRB is "Code Ready Builder" - PowerTools was a carryover from CentOS. Based on information from CentOS Stream 9, we will be listing it as CRB going forward in Rocky 9.

Missed this earlier on Rocky Linux Repositories. Turns out that the CRB repo is where doxygen, unixODBC-devel, and libmemcached-devel are hiding.

Neither of those will be absolute dealbreakers, we can build without API docs (clearly) and if it turns out they yanked memcache, then that plugin won’t get included.

dnf install epel-release gives us libidn-devel, but neither doxygen nor libmemcached-devel.

In any case, the Plus repo doesn’t offer any of the three RPMs I still need.
