I have been given a patch whic appears to fix things. I have added this to the build page.
If the resulting installer does the correct thing I’ll close this case

I'm currently playing with the new install for 3.3 (featuring OpenSSL 3.0.0).
It appears that in this release OpenSSL.exe doesn't carry any versioning information Because of this the installer decides to leave the existing file in place during an upgrade (by obervation).
I have put a case into github for this and will try to debug their meta-make environment enough to be able to find a fix. but as it stands this is just shy of a blocker for 3.3 since having a non functioning OpenSSL after an upgrades is bad. New installs of course will get the working OpenSSL, but may not be upgradable.
