Resuscitate FastCGI support on Windows

This involves

• grabbing the forked code: https://github.com/toshic/libfcgi 

• Cmake too ! https://github.com/changyy/libfcgi-cmake

• Build it

• Add the project to the solution

• Turn back on in the installers

  • Merge Module Build

  • Merge module install and responder/authorizer executables
