The CLI has three pre-defined logging levels. All three have WARN and above as their defaults.

The quiet setting has only this setting, which seems reasonable.

The verbose setting adds DEBUG for everything in net.shibboleth.metadata, which includes both the CLI and any classes in the framework.

The normal setting adds to the quiet setting by adding INFO for the CLI itself, but not the framework. This seems stingy, and we should probably include everything under net.shibboleth.metadata at INFO instead.
