Add IPHintValidationStage

Description

Import the IPHintValidationStage from the ukf-mda project,

– or –

Convert the stage to a pure validator so that it can be used with the validation framework and acquire the functionality that way.

Done, commit 569d44ab7af999434cbabef8059363876a1b9ecb.

As the extracted validator probably wouldn't be very useful in practice (there's nothing to apply it to except IPHint values), I've just gone for the straight import after all.

Probably worth doing both by importing the existing work, then refactoring it into a separate validator. If that doesn't look independently valuable, perhaps making that validator a private class would be the best approach for now.
