Migrate to Spring Framework 6.1

Description

Our Java 17 stack currently uses Spring Framework 6.0, but the 6.1 branch of that is at the M2 stage and will probably go GA in roughly the same timeframe as our initial IdP v5 release.

We need to track the progress of Spring Framework 6.1 and make sure that we can switch to it when appropriate.

Spring Framework 6.1 GA has arrived, and indeed 6.1.1 is also available.

I have updated the branch to incorporate 6.1.1; the smoke test passes on the basis of this parent POM and the enforcer claims that no new keys are required for the dependencies.

I think we can just merge this branch and that would be the migration done, but I will leave it open until we actually decide to do that.

6.1.0 GA is now scheduled for 2023-11-15, i.e., a little more than a week from now.

Tested OK with 6.1.0-RC2.

6.1.0-M3 was released today fixing a couple of bugs in M2 for a Spring Boot milestone, so I checked things with M3 and it still works for us.

I don’t think overall timelines are changed, but it will now be M4 in mod-August rather than M3.
