Test-jar dependency is needed for generic testing utility classes

Description

OP needs to depend on oidc-common-crypto-impl’s test-jar in order to exploit generic TestCredentialHelper -class. There’re probably some other generic classes too that should be exploitable without test-jar dependencies.
