Rebase and merge dev/JCOMOIDC-41 with main

Description

The dev/JCOMOIDC-41 branch needs to be rebased onto the main branch and merged. This issue tracks any issues (conflicts and possible regressions) that might arise from doing that.

could you have a scan of the details below, and let me know what you think from the perspective of the OP?

 

The current OP code seems to build (including unit and flow tests) without problems against the commons in dev/JCOMOIDC-41 branch. I think it’s ok to merge it to main.

PopulateJWTSignatureSigningParametersHandler in commons is now the same as PopulateOIDCSignatureSigningParametersHandler in the OP but also includes OP metadata if available. Could replace the latter long term.
