Rename net.shibboleth.idp.attribute.Attribute net.shibboleth.idp.attribute.IdPAttribute

Description

As per https://wiki.shibboleth.net/confluence/display/DEV/2013-10-11

This allows cleanup of the encoders and decoders to remove a lot of absolute naming (but this was not the #1 motivation)
