Release Jetty-base MSI for jetty 12.0.12

Note not moving up to procrun 1.4 at this time.

Instructions

• Update Jetty and msi versions in the pom

• Set revision to 0

• smoke test

• Build machine

  • Clean maven and git repos

  • checkout jetty-base

  • Remove SNAPSHOT from pom and commit

  • Revise version in pom and commit

  • Build from HEAD~1

• Smoke testcd

• Build machine

  • Push to git

• Sign machine

  • checkout to 12-windows~1

  • clean

  • move msi into target

  • sign and deploy

  • tag and push tag
