Add I18N to transcoding rules

Description

It would be nice to pick up (for example) the SWITCH attribute descriptions into attributes/default-rules.xml

 - any chance you could point me at the SWITCH example attribute-resolver.xml to act as a template?

This may not get done for V4, but I'd like to try.  Does it have to be an all or nothing?
