Create SAML transcoding rules

Description

We need to decant attribute-resolver-full.xml into attributes/default-rules.xml .  This is a blocker to V4.  

I'll pick it up as a background task

This is complete (I think).   This was relatively easy but for a few questions

  • It would be nice to get an eyeball over the scoped attributes.  I have added the CAS one for everything but SAMLPairwiseId and SAMLSubjectId which only get SAML2 transcoders

  • There is also a question of some SAML1 formats being in the oid namespace.

Finally I have stripped the encoders out of our example files, which raises a question about how valuable attribute-resolver-full is these days...

 

I'll leave this case unresolved pending review and unless anyone complains resolve it w/c Jan 13
