Fix Gauge issue on non-failfast Attribute resolver

Description

I fixed in in mast as I was doing something else.  It would be good to fix this in 3.4.5.

The patch shuld just apply except for the metadata provider service where I either need to not do the work or import a n interface from java 8.  I'll probably do the former since it is less of an issue and the testing of this is the thing that will take the time

This was rather more than "just" a chjerry pick since the original change included API changes and a lot has moved (time vs Instant, and the removal of DataConnectorEx).

testing was a bear too, but all seems OK
