Fix the mess of Eclipse files checked into git

Description

We agreed to start researching how to get as many of the constantly-churning Eclipse files and settings out of git and leave them to be generated by the project import process. Then add them to .gitignore so the working copies stay clean.

What we know we need is checkstyle and the Java code formatter rules. Everything else is subject to investigation.

Noted on Slack and to committers list that I have a tentative plan for this based on moving most of our settings out to workspace-global imported options.
