Add -Wstrict-overflow=5 to Santuario build

Description

Nothing to do with OpenSAML per se, but I need a place to remember this and to log the hours.

We need to build Santuario with -Wstrict-overflow=5 and see what happens

I ran this and saw no new warning.

I have attach a patch to turn it on for good if we want to push that to SVN
