0 [main] ERROR edu.internet2.middleware.shibboleth.xml.Parser - Configuration URL url could not be accessed.
The connection to the URL that is supposed to host the metadata file to be updated is failing, which can be caused by a large number of reasons. The problem is most easily debugged by use of wget or curl to also attempt a connection with that URL, which will output more detailed error messages.
