Login flow for OIDC authentication

Description

Top level task for integration of a cleaned up version of the MPASS OIDC flow example as a login flow. MUST support Google with hopefully as little special handling as possible so we can use it as generic inbound OIDC support. If that's not feasible we'll revisit.

The basic implementation seems sound but there's a lot of cleanup and some enhancements needed to integrate it.

This is now an RP authentication plugin for the IdP.

Actually, it may make sense just to move the entire issue across to the plugin.  would that be OK?

And easier from a Jira perspective.

I think this is historical tasks from before we parked this work in the new plugin. If you need any of the subtasks and want to move them over into the plugin project, please do.
